SIG-NAL is advancing their policy and on-the-ground green stormwater infrastructure (GSI) strategies by partnering with the City of Albuquerque to coordinate and conduct GSI educational activities for local agency staff, elected officials, partner organizations, contractors and/or residents as part of a GSI awareness campaign. This project resulted in three major policy shifts, two at the municipal level, and the second at the state level.
In April 2024, Albuquerque adopted its first GSI policy, through the revision of the complete street ordinance. SIG-NAL played a significant role in writing Albuquerque’s O-24-06 which incorporated GSI as a requirement of roadway development and redevelopment to capture and filter stormwater from roadways using natural solutions. In February of 2025, our staff served as the technical expert, testifying at four house and senate committee hearings and on the house floor during debate and final passage of the Stormwater Service as Municipal Utility Bill (SB7). This bill was signed by the New Mexico Governor April 7, 2025 allowing municipalities across the state to form a stormwater utility and charge a fee for service, allowing for dedicated funding to nature-based stormwater management project design, construction and maintenance. Finally, in July 2025, SIG-NAL contributed to the writing of the new GSI Curb Cut Policy. This policy allows property owners to install curb cuts or cores to bring stormwater into the parkway or buffer strip to support street trees and other streetscape GSI features.
